2011

Assessment of Future Gas and Coal Costs for Electricity Generation - IES was retained by the Australian Energy Market Operator to undertake a projection of gas and coal prices for use in the modelling work associated with the 2011 National Transmission Network Development Plan.  The report presents the IES gas market model and approach used and the issues that can impact future gas and coal prices.

2010

Regulation of FCAS in Tasmania - IES was retained by the Office of the Tasmanian Economic Regulator (OTTER) to assist with the regulation of the contingency FCAS market. IES provided two reports, the first advising on options for price regulation, and the second on contract design and pricing. Separately, OTTER retained IES to provide detailed advice on making an estimate of the electricity purchase cost allowance in retail tariffs for non-contestable customers in Tasmania.

Long Term Energy Modelling for the Energy White paper - IES was retained by AEMO to conduct modelling of scenarios developed as part of the Energy White Paper process.  In performing this work IES employed its Integrated Energy Model based on the MARKAL modelling framework to project generation by technology and region to 2050. The first report presents the modelling results and the second describes the modelling methodology. IES was subsequently retained by AEMO to apply an adaption of the modelling techniques to the 2010 National Transmission Network Development Plan (NTNDP).

Regulatory Arrangements Review for Transmission in light of Climate Change - IES was retained by the AEMC to review and undertake modelling of impact of various regulatory arrangements for the development of transmission in the NEM.  This work was associated with a review of the adequacy of the current regulatory arrangements for the development of transmission in the NEM in the light of changing generation patterns resulting from climate change policies.

2008

Energy Market Integration in East Asia - The Energy Cooperation Task Force (ECTF) of the East Asia Summit (EAS) group of countries commissioned IES to undertake a study on the scope for further energy market integration in the East Asia Summit region. This Overview Report draws together the findings from 16 individual country reports. It includes two case studies.  After reviewing current regional commitments to energy market integration as well as some recent studies and experience elsewhere, the Report outlines a conceptual framework for the rest of the study. The report notes that steps toward energy market integration are being pursued in some specific areas, such as electricity integration in the Greater Mekong Sub-region (GMS) and gas trade by pipeline and LNG within and across the region. The two case studies focussed on these activities to discern how the process of market integration could be accelerated. The findings of these studies led to general recommendations that the Association of South East Asian Nations (ASEAN) and EAS develop specific arrangements and a work program to deal with the barriers identified.

Settlement Prices during Periods of Administered Prices - IES was retained by the AEMC to review this matter.

Assessment of Potential NSW Structures and Impact on Competition - IES was retained by the Energy Users Association of Australia (EUAA) to provide economic and technical advice on a competitive market structure for electricity retail and generation in New South Wales (NSW).

Including the Visayas Region in the Philippines WESM -  IES was retained by the Department of Energy in the Philippines to include the Visayas region in the WESM.  The report identified and number of issues that would need to be addressed.    

2007

Update on Future REC Prices and Dynamics - the Office of the Renewable Energy Regulator (ORER) commissioned IES to provide an update of price projections for Renewable Energy Certificates (RECs)

2002

Future REC Prices and Dynamics - The Office of the Renewable Energy Regulator (ORER) commissioned IES to provide price projections for Renewable Energy Certificates (RECs).  This report presented a comprehensive description of the renewable energy market in Australia and the dynamics of this market.  The report also illustrated the potential for REC process to decrease which subsequently occurred.  

Review of Adequacy of Interconnection -  The NEM Ministers’ Forum engaged IES to undertake a review and modelling assessment on the issues surrounding the adequacy and development of interconnection, and the regulatory models and arrangements for interconnection.  The report addressed the question of the sufficiency of interconnection now and  into the future, what would be the competitive benefits of further interconnection, and was there any factors inhibiting the timely delivery of interconnector infrastructure and the impact would this have on the ability of the NEM to achieve its objectives.

2001

Review of Generator Bidding and Rebidding - The ACCC had IES undertake a review of generators biding and rebidding activities for the purpose of assessing the level of market power that was evident in the NEM.  This review was the result of concerns regarding generator behaviour at time the study was undertaken.

2000

Evaluation of Metering Strategies for Full Retail Contestability  Dec 1999 - IES was contracted by the distribution businesses in Victoria (DBs) to undertake an evaluation of the cost-benefit implications of the different strategies that might be taken to accommodate full retail contestability.  Matter address in the report included the economics of the meter rollout program in the Preferred Trading Arrangements, customer priority for half-hour meters, problems in the Preferred Trading Arrangement associated with an uncertain switching rate, host retailer competitive advantages over second tier retailers, the cost of the meter rollout program.
