IES has been involved in energy market work and studies in Vietnam since 2002. IES has provided advice to policy-makers, the Electricity Regulating Authority of Vietnam (ERAV), Electricity of Vietnam (EVN) and a number of global energy corporations interested in Vietnam’s power industry.
The type of work that IES typically provides on the Vietnam power and energy industry includes:

To support IES advice on Vietnam’s power industry, IES maintains:
- Database of existing and planned generation technologies in Vietnam.
- A Vietnam electricity industry simulation model that is regularly updated with existing and planned generation projects, updated fuel price projections and other developments in Vietnam’s electricity sector. To support this activity IES use their electricity market simulation software, PROPHET.
- A least cost energy sector model for Vietnam suitable for industry assessments that requires broader modelling of Vietnam's stationary energy sector.
Examples of recent work on Vietnam’s power industry are as follows:
- Development of a Methodology for Determining Benchmark Generation Prices. IES developed a framework and methodology for the Energy Regulating Authority of Vietnam (ERAV) to determine benchmark prices for different generation technology options.
- Review of the Existing and Proposed IT Systems Design for the Vietnam Competitive Generation Market (VCGM). IES conducted a review of the existing IT software and hardware systems to support the operation of the Vietnam Competitive Generation Market (VCGM) for the Energy Regulating Authority of Vietnam (ERAV).
- Vietnam Electricity Industry Studies. For a number of confidential clients, IES has performed comprehensive reviews of the existing state of Vietnam’s power industry and reviewed current and proposed policy as it pertains to the electricity industry and the energy sector in general. To support this work, IES has conducted simulation studies of Vietnam’s electricity industry and undertaken assessments of the costs of different supply-side technology options in Vietnam.
- Vietnam Electricity Industry Briefing Papers. IES has prepared brief overviews of Vietnam’s electricity sector, covering the supply and demand situation, present policy situation, status of electricity industry reforms and assessments of how the industry may evolve into the medium term future.
- Electricity Market Training and Capacity Building. IES conducted a training course for operational and regulatory staff from Vietnam to review the fundamentals of electricity market design and an introduction to simulating electricity markets.
- Assessment of Energy Policy Options to Support Energy Market Integration in the East Asia Summit (EAS) Region. As part of an Aus-AID funded project, IES provided an assessment of the Vietnam’s energy sector and cross-border energy trade with neighbouring countries.
- Capacity Building of staff from the Institute of Energy and other government bodies in energy policy analysis from 2002 to 2006. IES provided training to staff using the MARKAL energy systems analysis tool to investigate numerous aspects of energy policy in Vietnam. This work also had IES providing assistance with the production of a number of policy studies including a fuel strategy study for Vietnam.
- Electricity Market Training. In 2005 IES provided training in electricity markets and market operations to EVN staff. This required setting up the Vietnam power sector and proposed market arrangements and undertaking simulated market trading on a computer platform.
