Philippines
IES has been active in the Philippines for nearly 10 years, with an increased involvement since the commencement of the Wholesale Electricity Spot Market (WESM). In the recent past, IES has provided advisory services to industry
policy makers, the industry regulator, the market operator, banks and private energy companies that participate in the WESM or who are considering market entry.
The advice that IES has typically provided to clients with an interest in the Philippines electricity industry and energy sector includes:
- Regulatory advice
- Policy advice
- Auditing market systems and software
- Philippines power market studies and electricity market modelling for energy companies
- Energy sector modelling
- Developing software systems to assist in analysis of the market outcomes
- Training / Workshops
IES maintains an up to date and current knowledge of issues in the Philippines power sector. To support this, IES proactively maintains the following:
- A database that is populated with all of the WESM data that is published by the Philippines Electricity Market Corporation (PEMC) including hourly nodal prices, generation dispatch, generator bids and demand. To support this, IES use their data visualisation tool, NEO.
- An up to date list of current generation projects, technical characteristics of those projects, data on the fuel supply situation in the Philippines, fuel pricing trends and the present industry ownership structures. A Philippines electricity market simulation model that is regularly updated with existing and planned generation projects, updated prices projections, updated information on primary energy resources and reviews of Philippines energy policy and market rules. To support this, IES maintain an up to date power market database for use with the IES simulation tool, Prophet which emulates the key features of the Philippines WESM. A Philippines database suitable for modelling the energy sector in the Philippines based on the least-cost planning model, MARKAL.
Examples of projects that IES has completed in the recent past include:
- IES conducted a comprehensive technical audit of the market software systems, including the Market Dispatch Optimisation Model (MDOM) and the settlement software systems. IES also provided advice toPEMC on general areas of improvement that could be made to the electricity market overall.
- Supply and Demand Assessment Study. Review of the present supply and demand situation in Luzon and Visayas over the medium term, including an assessment of issues such as generator dependable capacity, outage schedules, power system security limits, the management and variability of hydro generation and the bidding behaviour of generators in the WESM.
- Comprehensive Philippines Power Industry Review. A detailed study covering the regulatory framework, history of the WESM, over of the Electricity Power Industry Reform Act (EPIRA), review of the PSALM asset sales process, review of the present industry structure, review of the existing generators, transmission system and demand side, review of the fuel supply options in the Philippines and developing perspectives and projections of how the industry may evolve over the next 10 years.
- Audit of the Philippines Electricity Market Corporation (PEMC) Market Systems. In conjunction with Deloitte Touche Tohmatsu,
- Philippines Power Market Studies. IES has undertaken numerous Philippines power market studies for private corporations considering investment and/or expansion in the Philippines power industry. IES has used the PROPHET software to simulate the operation of the market and facilitate in assessing the economics of potential generation investment options. The consultancies have generally involved training the company on the operation and outcomes of the WESM and also briefing workshops to present and review the modelling results.
- Introductory Workshops on the Philippines WESM. Workshops to review the principles, operation and outcomes to date of the Philippines WESM for a large global corporation. These training courses have often been enhanced with additional material that talks through the design principles behind competitive electricity markets and reviewing recent experience in a number of electricity markets in the Asia-Pacific region.
